When a note is graded as NET due to a deft sealed split, why doesn't PMG use the term 'mild restoration' as opposed to the term 'repaired'?

Particularly with Colonial notes that are rather rare but have some mild professional restoration to preserve the note from further damage?

 

The liberal use of the word "Repaired" can mean virtually "anything". Why not be more specific with colonial notes as to not depreciate the note any further because of minor conservation?

 

On the back of the holder there is plenty of room to state 'Mild preservation' and give a short description as to where the preservation occured.
